{"id":6555,"date":"2025-10-21T13:04:42","date_gmt":"2025-10-21T13:04:42","guid":{"rendered":"https:\/\/7oceansoilandgas.com\/?page_id=6555"},"modified":"2025-10-21T13:04:42","modified_gmt":"2025-10-21T13:04:42","slug":"report-nigerias-oil-and-gas-sector-to-be-impacted-by-persistent-operational-risks-others-in-q4-20th-october-2025-by-ejiofor-alike","status":"publish","type":"page","link":"https:\/\/7oceansoilandgas.com\/?page_id=6555","title":{"rendered":"Report:\u202fNigeria\u2019s Oil and Gas Sector to be Impacted by Persistent Operational Risks, Others in Q4 \u2013 20th October 2025 By Ejiofor Alike"},"content":{"rendered":"<p><span data-contrast=\"auto\">A new report by the Society of Energy Editors (SEE) has listed persistent operational risks, and the dispute between Dangote Refinery and the Petroleum and Natural Gas Senior Staff Association of Nigeria (PENGASSAN) as some of the short-term crises that will hinder long-term opportunities in Nigeria\u2019s oil and gas sector in the fourth quarter (Q4) of 2025.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">In the report titled: \u201cNew Hope Tempered by Crisis\u201d, SEE noted that Nigeria\u2019s energy sector is caught between a transformative long-term opportunity and an acute short-term crisis in the final quarter of 2025.\u202f<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">According to the report, while a historic breakthrough in Ogoniland and resolution of political crisis in Rivers State offered a path to unlocking long-paralyzed reserves, a severe labour dispute at the Dangote Refinery threatened fuel supply nationwide.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">The Dangote-PENGASSAN dispute, the report added, also threatened\u202f macroeconomic stability, putting the sector on a knife-edge.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">On crude oil production, the report noted that while daily output has stabilized near 1.65 million barrels, \u201cthe Q4 outlook is a tug-of-war between groundbreaking diplomatic progress and persistent operational risks.\u201d<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">The report described one of the\u202f recent positive developments \u2013\u202f President Bola Tinubu\u2019s conferment of reprieve and honours on the \u201cOgoni 9\u201d and \u201cOgoni 4\u201d as a watershed moment.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">According to SEE, the subsequent Ledum Mitee-led report provides a concrete roadmap for resumption of oil production in Ogoniland, focusing on community equity, environmental remediation, and local content.\u202f<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">The report also stated that high-level talks between the international oil companies (IOCs), indigenous firms, and community leaders were underway.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">\u201cThe expiration of the state of emergency in Rivers State on September 18 has restored democratic institutions, de-escalating immediate political tensions and creating a more predictable operating environment,\u201d the report said.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">The report however cited persistent insecurity, noting that \u201cdespite progress, pre-election jitters and the potential for targeted attacks by excluded groups remain, posing a persistent threat to 50,000-80,000 bpd of production.\u201d<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">It also stated that \u201cSeplat\u2019s integration of ExxonMobil assets is boosting output, while Shell\u2019s onshore exit remains mired in legal challenges.
